Political cartoon drawing in pen and ink on paper by William Niven (1890 Greenock - 1947 Greenock). Undated and untitled by the artist. Signed at the lower right 'WN'. The subject probably refers to the Conservative proposal to 'de-rate' various businesses and agricultural producers of the need to pay local taxes. The scene consists of a crowd standing around a sculptural exhibit labelled 'de-rating' with Ramsay Macdonald (1866-1937) standing in front of the exhibit. Intended for publication as a cartoon for The Bulletin and Scots Pictorial newspaper which was published in Glasgow between 1913 and 1960. |
